The Granada Provincial Council entrusts us with the implementation of the Citizen Participation Portal and its video-recording system.

The project, co-financed with European funds, has allowed us to implement both solutions so that both the Provincial Council and the municipalities participating in the initiative can take an important step in their administrative modernization strategy and in their level of compliance with e-government .

The launch of the Citizen Participation Portal allows institutions participating in the initiative to carry out a series of actions in which citizens can participate directly, such as Citizen Proposals, which allows any resident to generate an initiative and gather support; or the Public Hearings and Consultations system, through which local authorities can submit a portion of the initiatives they wish to implement to citizen decision. The opening of discussion and debate threads, participation in budget preparation so residents can decide how they consider appropriate spending, and the voting system for choosing between several options proposed by the administration complete the portal's functionalities.

We have developed all functionalities under strict security measures and guaranteeing access through the mechanisms established by the General State Administration (cl@ve, electronic certificate, electronic DNI, etc.).

Video minutes and broadcast of plenary sessions

The second solution we've implemented at the Granada Provincial Council and participating municipalities is a multi-agency software platform that enables the broadcasting of municipal plenary sessions and complies with regulations regarding administrative procedures and e-administration , geared toward the needs of broadcasting, recording, and preparing digital plenary minutes.

Among other features, the platform offers a session dashboard that visually reports the status of each session and associated documents; a search engine for published sessions; the ability to electronically sign multimedia minutes and other associated documents with multiple certificates using an advanced and recognized signature; the management of speakers and users with different permission levels; the ability to attach information in digital format (documents, presentations, photos, videos, etc.) related to the plenary session; and the ability to stream the session.

"At Altia, we would like to highlight the intense collaboration of the Granada Provincial Council teams, without which the project would have been unlikely to come to fruition, given the specific circumstances, constraints, and number of stakeholders involved. This project allows Altia to continue expanding the organization's range of solutions and capabilities in its relationship with the public sector, where we are already a benchmark."

The system has been implemented in the technological infrastructure and Data Processing Center of the Granada Provincial Council .
